Custom Theme is not loading by default for all users

Hi Team,

   I am facing one problem regarding  custom theme .it is no loading by default for any users.

procedure:-

1.I used tcode (lpd_cust)  for changing  Standerd SAP logo to our company logo.

2. After finishing this i used tcode (/n/ ui2/nwbc_cfg_cust ).

3.Inside Table   we put our theme ID and also followed thread no.55028,3698598.how to implement custom theme as default

but still i am getting mixed content error.
